Excerpt from GEOSS *Strategic Plan:
The state of Earth observations for weather forecasting is the most mature observing system in the United States. As described in a recent National Research Council report, provision of weather services within the U.S. has evolved, over the past 40 years, from an almost exclusively governmental function to one carried out by the public sector (a combination of Federal, state, and local government agencies), the private sector, and academia.

Partnerships exist at all levels to support meeting the weather needs of an increasingly diverse user community. On the Federal level, the Office of the Federal Coordinator for Meteorological Services and Supporting Research (also known as the Office of the Federal Coordinator for Meteorology (OFCM)) ensures the effective use of Federal meteorological resources by leading the systematic coordination of operational weather requirements and services, and supporting research, among the Federal agencies.

Fifteen Federal agencies are currently engaged in meteorological activities and participate in the OFCM’s coordination and cooperation infrastructure. Each year, OFCM prepares The Federal Plan for Meteorological Services and Supporting Research for the next fiscal year. This Congressionally mandated plan is a one-of-a-kind document, which articulates the meteorological services provided and supporting research conducted by Federal agencies.
